- Application numbers have more than doubled since 2011.
- Average processing time has halved.
- 96% of building consents completed within the statutory 20 days.
- Code compliance certificates – average 3.5 working days.
- An independent cost benefit analysis of AlphaOne for Selwyn District Council assessed benefits derived as a mid-range 7 year net present value (NPV) benefit to community and industry of around $3.3m per 1,000 consents.
A Palmerston North company has developed award-winning software that is halving building consent processing times. In a national first, AlphaGroup has designed an online consenting process now being used by Selwyn and Kaipara district councils. The Selwyn project took out the top prize at the Local Government Excellence Awards by the New Zealand Society of Local Government Managers (SOLGM). SOURCE: Manawatu Standard

Current Best Practices
The statutory environment is changing all the time. We keep your checklist aligned with best practices and push that out to inspectors on the ground.
You have done yourselves and local government proud, demonstrating the sector’s capacity to develop and implement a solution to a process in constant use throughout the country. I was impressed to learn that building consent numbers in Selwyn have increased significantly whilst the average consent processing time has fallen from 11 to 10.5 days. Given that the statutory timeframe is 20 working days, this is a considerable achievement.Hon Louise Upston
An important part of the activities undertaken at Christchurch City Council while I was Crown Manager included the trial and implementation of an online building consent application and processing system, Alpha. This system was already being successfully used by the Selwyn District Council. Following its further development there is now an opportunity to make the system implemented in Christchurch available to other BCAs in New Zealand. This will deliver economies of scale and increase the transferability of skills within the sector.Doug Martin
Selwyn has, in our opinion, the best online application system we have experienced. We hope that other building consent authorities will look at implementing a similar online application service.Steve Butterworth
I’ve just submitted my first consent via your online system and have to say how fantastic it is – very user friendly and easy to use. I wish all councils had this.Veronica Wedlake
